    WHAT DOES A MANAGEMENT AND PROGRAM ASSISTANT DO? As a Management and Program Assistant you will perform a wide range of duties in IRS Business Units. These duties include researching specific programs or issues, collecting relevant statistics and other data, and assisting in preparing reports with supporting tables, charts and illustrations. Management and Program Assistants use word processing, database and spreadsheet software to prepare and create memos, reports and records in final form.

    WHAT IS THE SMALL BUSINESS/SELF EMPLOYED (SB/SE) DIVISION? The Small Business/Self-Employed (SB/SE) Division provides examinations and taxpayer education services for about 7 million small businesses and upwards of 33 million self-employed and supplemental income taxpayers. SB/SE taxpayers generally have higher incomes than most taxpayers, need to file twice as many tax forms, and generally need to rely more on paid tax preparers and the taxpayer education outreach activities of the IRS.

    As a Management and Program Assistant, you will:

  • Assist others in performing analytical and technical work.

  • Identify potential, actual problems and probable causes and provide recommendations for resolution.

  • Research special issues and gather pertinent statistics or information.

  • Prepare memoranda, preliminary reports, spreadsheets and charts showing findings of recommendations.

  • Perform administrative tasks (e.g., filing, timekeeping, organizing/coordinating meetings and conferences, ordering office supplies, etc.)

  • Revise procedures, guidelines, and controls as a result of changes in higher level procedures.

  • Use database or spreadsheet software to prepare a variety of documents.

    2. Based on your responses to the online questions you will be assigned to one of three quality groups. Each group represents a quality level (i.e., Superior/Best Qualified, Highly Qualified, etc.). Candidates will be considered in quality group order. You may be required to participate in a selection interview. If you are eligible for the Career Transition Assistance Plan (CTAP) Program, you must receive a score of 80 or Highly Qualified or better to be rated as well qualified to receive special selection priority. If you are eligible for the Reassignment Preference Program (RPP), you must meet all eligibility and qualification requirements to receive selection priority for this position.


    QUALIFICATIONS/ELIGIBILITY REQUIREMENTS: You must meet the following eligibility and basic qualification requirements by the closing date of this announcement.


    A. RESTRICTION ON MOVEMENT: General restriction on movement after competitive appointment CFR 330.501: Employees must meet the three (3) month restriction on movement since their latest Career or Career Conditional competitive appointment.

    B. TIME IN GRADE REQUIREMENT: (POSITIONS ABOVE THE GRADE 5): Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade of the position announced to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/ level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENT.


    GRADE-7 LEVEL: One (1) year of specialized experience equivalent to the GS-6 level in the federal government.   Specialized experience is experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled. To be qualifying, your experience must be sufficient to demonstrate extensive knowledge of applicable programs, policies and procedures to analyze and evaluate information, interpret guidance, draw conclusions, coordinate studies or projects, and provide effective management/program support; Ability to coordinate, or advise on work efforts; discuss findings and resolve problems; Experience with tasks such as extracting information, assembling reports, and administratively monitoring contractor compliance; Thorough knowledge of work functions of assigned area and familiarity with objectives to identify problems and gather information;  Ability working with  automated software programs and computer equipment to prepare documents, input data, and compile and generate reports. This knowledge should be demonstrated using requisition processing, including RTS.

    PROFICIENCY REQUIREMENT (OFFICE AUTOMATION): In addition to meeting experience or education requirements, applicants must be able to demonstrate the ability to type 40 words per minute based on a 5 minute sample with 3 or fewer errors.  Applicants may be asked to provide a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or self-certifying their proficiency (which may be verified at a later step in the process). Performance test results and certificates of proficiency are acceptable for 3 years.
