Duties
The incumbent manages and directs the full range of professional legal services and provides advice and support with respect to the execution of the entire OIG audit, investigative, and oversight program.
These services include:
(1) providing expert legal guidance and opinions, both verbally and in writing, to support OIG audits and investigations, OIG policy development, OIG human resources (both civil service and Foreign Service), and procurement matters and all other matters related to carrying out the OIG’s mission and objectives;
(2) reviewing audit and investigative reports to ensure legal sufficiency and accuracy;
(3) reviewing and making recommendations to the Inspector General and Deputy Inspector General with respect to IG administrative subpoena requests, and requests for IG access to employees’ emails;
(4) providing litigation support for EEOC, MSPB, FSGB and other personnel matters, as well as litigation and liaison support deemed necessary for matters referred to, or handled by, the USAID General Counsel, the Department of Justice and U.S. Attorney’s Offices, and the Office of Special Counsel;
(5) representing the OIG, as necessary, before Congressional Committees and Members, the President’s Council on Integrity and Efficiency (CIGIE), the Council of Counsels to the Inspectors General (CCIG), and other related bodies;
(6) reviewing USAID and State legislative, regulatory, and other policy proposals; (7) representing OIG employees, as necessary, in civil and administrative proceedings related to their official duties; (8) acting as the ethics officer for the OIG;
(9) coordinating and managing OIG’s response to Freedom of Information Act (FOIA) requests;
(10) managing the OIG financial disclosure program, and the OIG program for approval of outside employee activities;
and (11) supervising the Agency’s Whistleblower Protection program.
The incumbent manages and directs a staff of Assistant Counsels, as well as other non-attorney staff member.
This is a Tier 2 SES position as described per USAID OIG policy directive 4044. As a Tier 2 position, the salary range is $124,406 to $172,100.
