This position is located in the Homeland Security and Justice (HSJ) team of GAO. The HSJ team focuses on federal efforts to strengthen the justice system to more effectively address crime, illegal drug use, illegal immigration, and judiciary and prison operations; secure our nation's borders, citizens, and infrastructure against terrorists and weapons of mass destruction; facilitate information-sharing and analysis to enhance coordination among governments, private sector, and communities; protect critical infrastructure; and increase emergency preparedness and capacity to respond to and recover from natural or man-made disasters.

GAO is seeking an experienced professional to serve as Communications Analyst (Written); responsible for assisting Teams and Offices in the development and production of reports, correspondence, testimonies and other products; assisting in the design and scope of engagements; and providing instruction on message development and writing.  Responsibilities also include:

  • Analyzing and writing draft products by recommending reorganization and revisions to improve coherence, flow, clarity and consistency; ensuring consistency between themes and overall message; and addressing gaps in logic or evidence to ensure that products meet GAO quality control standards.
  • Assisting in writing and/or editing the content of internal and external written products, web sites, and oral presentations, including briefings, presentations, speeches, articles for publication and white papers.
  • Facilitating brainstorming discussions with individuals and teams to develop messages from data, interviews, and documents.
  • Supporting Teams and Offices in the production of reports and other products, including special publications that may involve innovative and atypical publishing requirements. In addition, helping develop, write, and produce blog posts, social media posts (Twitter, Facebook, LinkedIn, GAO WatchBlog), video storyboards, podcast introductions and questions, and website text.
  • Participating in meetings with high-level officials to facilitate product development, and acting as liaison with teams and offices on matters involving writing and editing.

    Knowledge of principles of writing to analyze written information of a technical nature for logic, clarity, consistency, and readability.

    Ability to analyze multi-layered, multi-subject, or multi-issue products under deadlines, to participate in meetings, make suggestions for improvements, and develop written segments of a report.

    Ability to collaborate with engagement teams, reconcile differing perspectives and prioritize multiple engagements.

    Applicants must have at least one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-11 in the federal service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as experience in a position in which writing and editing are the primary focus of the job, and demonstrates advanced knowledge of grammar usage, style and basic publication process; and experience analyzing information to identify strengths, gaps, or problems in logical flow or other issues affecting the content and quality of written products.

    - Current or former federal employees must submit their most recent Notification of Personnel Action (SF-50 or equivalent), showing tenure, type of service (competitive/excepted) and the highest grade held.
