As an Assistant to the Branch Chief attorney with the Office of Chief Counsel you will provide a full range of legal tax advice and management related duties.

The Office of Associate Chief Counsel (Financial Institutions and Products) employs approximately 60 attorneys who work in Washington DC. Attorneys in Branch 5 of FIP provide legal advice and litigation support on tax matters involving: the issuance of tax-exempt bonds; the issuance of tax credit bonds; and the maintenance of the tax preferred status of tax-exempt or tax credit bonds.  Duties include developing and drafting Internal Revenue regulations, private letter rulings, revenue rulings, technical advice memoranda, and other memoranda dealing with tax problems submitted by taxpayers and their representative, state and Federal agencies, and other Chief Counsel and IRS offices.

As the Assistant to the Branch Chief you will:

  • Perform the full range of legal work within the Branch.

  • Serves as a technical reviewer, and performs specific management duties as assigned.

  • Participate in the legislative process by making recommendations for legislative changes, evaluating recommendations made by other offices, working with Tax Legislative Counsel Attorneys and Congressional staffs in the development of legislation, and participating in drafting sessions.

  • Serve as the principal drafter of regulations; working with others in Chief Counsel, the Service, and Treasury in the development of regulations; briefing of policy and legal issues; and moving regulations through the extensive review process.

  • Draft revenue rulings, revenue procedures, and other items for publications.

  • Effecting all necessary coordination of proposed publications and working out differences of opinion between reviewing offices. Briefing reviewers on key issues in proposed publications and making changes as required.

  • Analyze and prepare responses to requests for private letter rulings submitted by taxpayers and their representatives. Scheduling taxpayer conferences and explaining the service's position to taxpayers and their representatives during the conferences.

  • Process requests for technical advice received from field offices of the Service. Working with personnel of the field offices to ensure that all relevant information has been obtained and that the proposed answer to the technical advice request is responsive and workable.

  • Participate in the briefing of significant issues to reviewers at all levels of Chief Counsel, the Service, and Treasury.

  • Plan work to be accomplished by subordinates. Determining work priorities and preparing work schedules for completion of work. Assigning work to subordinates based on priorities, the difficulty and requirements of the assignment, and the capabilities of the employees.

  • Review work products of subordinates and accepting, revising, or rejecting work. Stimulating accomplishment of work products and providing guidance in research and analyzing novel and uncertain points of law, etc.

  • Prepare and review management reports and performing other administrative duties as assigned.

Qualifications and Evaluations

Candidates must have graduated from an ABA accredited law school and be admitted to practice law before the highest court of a state or territory of the United States; the District of Columbia; or the Commonwealth of Puerto Rico.
