The U.S. Government Accountability Office (GAO) supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. The GAO, commonly referred to as the investigative arm of Congress, or the congressional watchdog, is independent and nonpartisan. The GAO assists Congress in making informed decisions by providing information on policy and program issues, as well as by providing recommendations to make government more effective and responsive.
Summary:
GAO's work is designed to address four goals:

- to help the Congress address current and emerging challenges to the well-being and financial security of the American people;

- to help the Congress to respond to changing security threats and the challenges of global interdependence;

- to help transform the Federal government to address national challenges; and

- to maximize the value of GAO by enabling quality, timely service to Congress and by being a leading practices Federal agency.




As a Financial Management and Assurance (FMA) Fall intern, you will receive training and learn how to conduct audits of federal entities as part of a team. Financial Auditors participate in a wide range of audit engagements with the overall objective of strengthening accountability for the Federal government's assets and operations. They perform financial audits and analyses, promote financial management best practices, assess internal controls, and identify and support improvements in a variety of financial areas affecting program performance. You will assist GAO auditors in planning and conducting audits of agency programs and operations. You will assist the audit team to collect appropriate data, analyze the data, develop data-based findings and conclusions, and present the information both orally and in writing to diverse audiences.

 

The anticipated start date is September 2018. Appointments for student intern positions are nonpermanent and generally last from 10 to 16 weeks. Part time student interns are required to work 16 to 32 hours a week. Student interns may have an opportunity for a permanent or term position based on a successful intern experience (completion of a minimum of 400 hours, not to exceed 640 hours, of work) and successful completion of degree requirements.  The ability to convert to a permanent or term appointment with a minimum of 400 hours of work experience is contingent upon budgetary conditions and staffing needs at the time of eligibility.

 

The pay for these intern positions is at the grade 7 step 1.

Duties

As a GAO intern, you will receive training and learn how to conduct federal audits and program evaluations as part of a team. You will assist GAO audit teams in planning and conducting in-depth reviews of executive and legislative branch programs. You will assist audit team to collect appropriate data, analyze the data, develop data-based findings and conclusions, and present the information both orally and in writing to diverse audiences. Specific duties are:

  • Work with your supervisor in the planning, prioritizing, and/or balancing own work assignments, identifying feasible work management approaches that address required activities and timelines.
  • Assist the audit team with developing, identifying, contributing to, and/or using techniques, tools, and processes that are methodologically sound and targeted to job requirements.
  • Assist collecting relevant information that is aligned with objectives/planning decisions and meets needs.
  • Assist conducting analyses that yield quality information aligned with needs; identifying relevant information, patterns/inconsistencies, relationships, interdependencies, and potential implication.
  • Preparing quality written work that meets relevant writing and evidence standards, and that is appropriately targeted to the audience and purpose.
  • Communicating relevant and accurate information during formal or informal presentations, meetings, or interviews.
  • Partnering or collaborating with others to address issues or solve problems; following up with others to ensure needs are met.
  • Contributing to team efforts through participation in activities/meetings, soliciting and listening to others’ opinions, and working collaboratively to accomplish team goals.
  • Soliciting, listening to, and considering diverse perspectives, approaches, or viewpoints, and incorporating others’perspectives into decision-making (when appropriate).

The panel will assign scores for each of the following three knowledges, skills, and abilities (KSA’s) based on the answer you provide to the essay question contained in this announcement and your resume: Analytical Ability, Writing Ability, and Research Ability. (A more detailed description of the KSAs can be found in the essay question.) The screening panel will assess the extent and quality of your accomplishments, experience, and/or education as they relate to the KSA’s. It is important to have a well written, thoughtful response to the essay question that is supported by your resume. You may draw upon academic, volunteer, and/or work experience as a basis for your response. The essay cannot exceed 2,000 characters, including spaces. You must provide an actual narrative response. Any application that says “Please see resume” or the equivalent or “N/A” or that does not address the KSA, will not be accepted. Please note that your narrative response must be supported by your resume and must reflect the experience on which you rely. It is important that you do not overstate or understate your level of experience and capability. If the panelists conclude that your narrative response is not supported by your resume, they will assign scores accordingly.

     

    Qualifications:
    All qualification requirements must be met by the start of the internship.

     

    To qualify for the GS-7 level, you must have completed 1 full academic year of graduate level education; or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree, AND be enrolled in a Graduate level program leading to a degree in accounting, auditing, finance, business administration, or public administration.

    Superior Academic Achievement: Superior academic achievement (SAA) recognizes individuals who have achieved superior academic standing. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business

    Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a gradepoint average of: a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or .3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

     

    All applicants must also have at least 24 semester hours or 36 quarter hours in accounting or auditing which may include 6 hours in business law by the start of the internship.

     

    At the start of the program, proof of enrollment through December 2018 leading towards a degree in accounting, auditing, finance, business administration or public administration with at least 24 semester hours or 36 quarter hours in accounting or auditing must be evident.

     

    If at any point during the internship (and for any reason) your status as a student changes to that of a non-student, your internship will be terminated.
