Marketing Statement:
The Office of Inspector General’s (OIG) mission is to serve veterans and the public by conducting effective oversight of the programs and operations of the Department of Veterans Affairs through independent audits, inspections, and investigations.
Summary:

It is anticipated that there will be significant interest in the announcement. OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

The Management and Program Analyst, located in the Office of Audits and Evaluations, Arlington Field Office, is responsible for planning and conducting performance audits, reviews, inspections, or evaluations of the Department of Veterans Affairs (VA) programs, functions, and operations.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Prepare and conduct program surveys and evaluations to address specific objectives.
- Ensure that work papers are accurate, complete and correct and are prepared in accordance with OAE procedures and the Government Accountability Office Generally Accepted Government Auditing - Standards (GAGAS), or the Council of the Inspector General on Integrity and Efficiency Quality Standards for Inspection and Evaluations.
- Perform complex studies, research, and detailed analysis for audit topics that potentially lead to high interest projects.
- Prepare various types of reports, briefings and testimony that cover all major financial and management aspects of VA programs.
- Assign segments of the evaluation, review, inspection or audit to team members. Assess and discuss performance with subordinates, provides on the job training, and coaches and mentors others, as required.

    Qualifications:
    You must meet the following requirements within 30 days of the closing date of this announcement.

    Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
    - Conducting interviews and participating in briefings; collecting, analyzing and summarizing evidence to support conclusions; AND
    - Providing input to an audit or evaluation report or preparing work papers; AND
    - Researching laws, regulations, guidelines, and approved procedures to support or develop findings.
    OR
    You may substitute education for specialized experience as follows:
    A master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D, if related.

    Specialized experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: 
    - Collecting and researching data for studies or evaluations of programs/operations; AND
    - Researching laws, regulations, guidelines, and approved procedures to support or develop findings.
    OR

    You may substitute education for specialized experience as follows:
    successfully completed at least 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university. OR have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. A copy of transcript or list of college courses designating semester or quarter hours earned is required.
    OR
    You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-09, you must have been at the GS-07 level for 52 weeks.
    For the GS-07, you must have been at the GS-05 level for 52 weeks.

    Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
