The position is a Supervisory Accountant in the Bureau of the Fiscal Service, Office of Retail Securities Services, Division of Securities Accounting, Transaction Accounting Branch/Reconcilements Section, supervising the work of employees ensuring the accounting and financial integrity of information contained on the Agency's retail securities systems.

Duties

As a Supervisory Accountant, you will:


- Direct, plan, assign, and determine priorities of subordinates' work; determine performance standards and evaluate performance; and provide technical and administrative guidance and instruction to employees.


- Change assignment to improve the efficiency of the work flow; revise internal work methods and practices; develop and implement new approaches and detailed procedures related to the operations of the group. Participate in the development, implementation, and testing of manual and automated systems to ensure accurate, effective, and efficient systems.


- Coordinate work to achieve smooth workflow and meet specified deadlines. Negotiate and coordinate work related changes affecting other organizations.


- Participate in meetings with higher officials within the branch and division as well as other representatives of the Agency to coordinate accounting functions.


- Responsible for the quantity and quality of work produced within the section. Review, revise, and initiate controls over the processing of data through various systems to assure accurate operation and output for both automated and manual accounting systems. Ensure operational compliance with multiple sources of governing federal regulations.

    Basic Requirements
    A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:



    1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
    (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
    (b) a panel of at least two higher level professional accountants or auditors will determine that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
    (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    Qualifications:

    You must meet the following requirements by the closing date of this announcement.


    Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for the GS-13 is 1 year (52 weeks) of experience at the GS-12 level, or equivalent, that includes professional knowledge of accounting concepts, principles, and methods sufficient to work using conventional procedures and practices that apply to most situations.


    Specialized experience for this position consists of four (4) of the following five (5) elements:
    * Researching and interpreting directives or other authorities on accounting issues or governmental regulations;
    * Prescribing accounting standards, policies, and requirements; or
    * Examining, analyzing and interpreting accounting data, records, and reports; or
    * Participating on audits, reviews, or management requested studies of financial statements or operations; or
    * Conducting special studies or specialized projects and assignments.

    CONDITIONS OF EMPLOYMENT
