The U.S. Government Accountability Office (GAO) supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. The GAO, commonly referred to as the investigative arm of Congress, or the congressional watchdog, is independent and nonpartisan. The GAO assists Congress in making informed decisions by providing information on policy and program issues, as well as by providing recommendations to make government more effective and responsive.
This position is located in the Government Accountability Office's (GAO), Strategic Planning & External Liaison (SPEL) office. SPEL leads GAO’s efforts in strategic foresight and planning, which are key components to the agency’s strategic management framework. SPEL also supports GAO in improving accountability and governance in the U.S. and other countries by providing strategic focus for GAO’s work, building networks and relationships, facilitating innovation and collaboration, and strengthening capacity through sharing knowledge both within GAO and with other public and private sector organizations.

The incumbent will develop, oversee, and implement all aspects of the protocol program for the Comptroller General and SPEL Managing Director throughout the planning, coordination, and execution phases of events or visits by high level U.S. and foreign dignitaries.

The GAO is part of the Legislative Branch of the Federal government. As such, all positions are in the excepted service. This position is also being announced under the Agency's Merit Promotion procedures for federal employees and non-competitive appointment eligibles. Plans, directs, and implements the arrangement, coordination and execution of protocol services for higher-visibility events for the Comptroller General or SPEL Managing Director, involving federal, state, or local officials, dignitaries from Supreme Audit Institutions, and other high-level officials.

Develops and/or reviews written materials to be distributed as part of official functions and manages SPEL correspondence (using the correspondence tracker) to ensure propriety and consistency with professional norms and international diplomatic protocol.

Develops agendas or itineraries through outreach to internal and external officials in order to fully understand parties’ objectives, the organizational structure of external entities, the rank and station of participants, special accommodations, and interdependencies with other SPEL and GAO functions.

Develops strategy goals, objectives and programs for important international visits, Advisory Board meetings, and other key functions by analyzing and implementing all major aspects of each event from start to finish, including travel, meeting logistics, procurement, and related administrative tasks.

Recommends and participates in the development of policies and procedures to support the protocol function.

    • Advance knowledge of analytical and evaluative methods to select and apply appropriate protocol program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency.
    • Skill in conducting detailed analyses of functions and administrative processes related to protocol activities, social events, transportation, hotel accommodations, and special tours for high level domestic and international dignitaries.
    • Skill in project management to conduct studies of protocol work processes in various organizations to identify, analyze and develop policies, processes and procedures.

    Applicants must have one year (52 weeks) of specialized experience at the next lower band level (PT-I), or equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as executing accepted professional norms, rules and customs of protocol in domestic or international organizations.

    NOTE: Positions in GAO are covered under the agency’s performance based compensation system, which is pay banded. This position is classified as a PT-0301, Band II, which is equivalent to the GS-12 level in the federal government.

    You must provide a complete application package which includes:
