This position is located in the Consumer Financial Protection Bureau, Office of the Chief Operating Officer, Consumer Response Center.  The Consumer Response Center handles consumer complaints and inquiries regarding consumer financial products and services, leverage consumer complaint and inquiry data to inform other consumer protection functions including supervision, enforcement and rulemaking.  As Data and Analysis Manager, you will  provide supervision and guidance for assigned Consumer Response data and reporting analysts within the Consumer Response Center.

Major duties of this position include:

  • Establish and manage a team responsible for Consumer Response’s data integrity, verification, reporting, and analysis functions.

  • Report to and coordinate with Section Chief for Product Management to determine function priorities and objectives, establish meaningful performance goals; propose and implement staffing requirements; attract and retain qualified staff; supervise, direct, and develop technical and operational staff with a variety of technical skills including statistical analysis, software engineering, quality assurance, and database administration.

  • Work with budget and performance evaluation staff to develop and implement program area goals, budgets, and FTE requests in budget formulation and execution.

  • Establish and lead the data management, analysis and reporting program to include developing standard operating procedures for identifying and investigating data trends and patterns, liaising with key Bureau stakeholders to share and understand critical data trends and patterns that warrant Bureau action; developing and executing processes to handle data exceptions, quality issues, data verification, and control of data change management.

  • Work with Bureau’s Technology and Innovation team on the creation and implementation of data warehouse and business intelligence tools and capabilities to support Consumer Response operational and management reporting needs.

  • Develop functional requirements and multiple release sequencing plan for data management and analysis program and related systems within the scope of Consumer Response, in order to maximize program value. Work with engineering and operations staff, Consumer Response management, and contractors to monitor, verify, and accept requirements implemented.

  • Provide program management leadership for software engineering efforts to develop systems for data integrity, verification, reporting, and analysis functions for Consumer Response.  Manage project lifecycle, including initiation, planning, development, execution, monitoring and control, and closeout.  Work with Contracting Officer or designated representative to provide input for statements of work, technical evaluation, quality assurance surveillance plans, and related procurement activities.

  • Work closely with internal policy and technology stakeholders to develop and implement public release of Consumer Response data.

  • Provide technically authoritative advice to executive level managers within CFPB, interagency representatives, congressional staff, financial industry and consumer representatives, academic experts, and the public on opportunities for statistical data collection and analysis to inform emerging trends and issues affecting consumer protection in consumer complaints.

  • Prepare and deliver briefings to CFPB and other Federal government executive level and staff representatives, high level congressional staff, corporate executives, other business or industry representatives, the public or others related to highly complex, emerging, and controversial consumer complaints.

  • Write or edit testimony and speeches to be used by senior CFPB officials on the topic of consumer complaints.

  • Assist or lead in responding to inquiries from members or committees of Congress, media organizations, interest groups and the general public.

  • Supervise, plan, direct and coordinate staff member work.

Qualifications and Evaluations


Specialized Experience:  To qualify at CN-60, you must have one year of specialized experience at or equivalent to the CN-53 level in the Federal service.  (For qualification purposes, the CN-53 level is broadly equivalent to the GS-13 level.) For this position, specialized experience is:  (1) experience using quantitative and qualitative skills to analyze consumer data to identify and investigate data trends and patterns; (2) experience establishing, implementing, or leading a major public-facing consumer data intake, analysis, and reporting program and representing that program across an organization; and (3) experience developing functional requirements and quality assurance strategy for consumer data management and analysis programs or related systems in order to address all phases of product development and maximize program value. Experience must reflect strong interpersonal skills and ability to plan, organize, assign and monitor the work of a subordinate staff to ensure efficient, effective and timely completion of assignments.


The experience may have been gained in a State or Federal government agaency or in the private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Category rating procedures will be used to rank and refer eligibles. Based on your responses to the online questionnaire, you will be assigned a score. Your score will determine in which of the three categories you will be placed: Categories A, B, or C. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.


Qualified veterans with a service-connected disability of 10% or more will be placed at the top of the highest quality category.
