This position is located in the Office of Community Planning and Development (CPD), Technical Assistance Division of the Office of Technical Assistance and Management. CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations. The Technical Assistance Division is responsible for administering the Community Compass Program, which assists HUD grantees and other recipients to effectively manage their HUD programs and resources through technical assistance (TA) and capacity building activities

Duties

As a Program Analyst (GTR), you will:

  • Conduct detailed analyses (qualitative and quantitative) of complex functions and work process of technical assistance programs and makes recommendations for improvement in the effectiveness and efficiency of work operations. Develop new methods, organization structures and management processes.
  • Identify and develop data requirements for use in the management and direction of programs. Analyze management information systems to develop program or administrative reporting system, including systems specifications, data gathering and analytical techniques.
  • Research and perform analysis to evaluate the merits and qualifications of proposed applicants and grantees and makes recommendations to the Cooperative Agreement Officer.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications:
You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-13 is one year of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

- Making determinations and recommendations involving a wide range of policies, procedures, and strategies; AND
- Performing research and analysis to evaluate qualifications and operations of grants or cooperative agreement awardees or contractors; AND
- Implementing policies, procedures, instructions or management information systems; AND
- Analyzing program data and information systems and making recommendations for improvement.

CONDITIONS OF EMPLOYMENT:
A.

This is a term position. A term position does not confer eligibility for transfer to another agency. A term employee does not acquire competitive status or eligibility to be converted to a career conditional appointment, nor is the time served under a term appointment creditable toward career tenure. A term appointment carries no implied or specific commitment of consideration for, or placement into, a permeant appointment.

B.

The employment of a term employee ends automatically at the expiration of his or her term. Term employees, who were previously in a career or career-conditional status, will not automatically be able to return to their career or career-conditional position once the term is over; they may, however, reapply for the career or career-conditional position if it is available.

- A one year trial period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a Government-issued charge card for business-related travel.

HUD employees are prohibited under Section 7501.104, 5 Code of Federal Regulations from directly or indirectly owning, acquiring, or receiving:
- Federal Housing Authority debentures or certificate of claim;
- Financial interest in a project, including any single family dwelling or unit subsidized by HUD, or which is subject to a note or mortgage insured by HUD;
- Section 8 subsidies to or on behalf of a tenant of property you, your spouse, or a dependent child owns.

The following are exceptions to the Section 8 prohibition:
- The employee, or the employee's spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;
- The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;
- The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;
- The employee's, or the employee's spouse or minor child's, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or
- The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
