    WHAT DOES AN INTERNATIONAL EXAMINER DO? International Examiners comprise a specialized type of Internal Revenue Agents. As an International Examiner, you will specialize in complex international tax issues such as transfer pricing, foreign tax credits, withholding tax on payments to nonresidents, tax shelters, tax treaties, international mergers, acquisitions, and reorganizations, tax planning, international transactions and many other areas. You will work closely with your customers, often dealing with the senior levels of corporate tax departments and/or their representatives.  


    WHAT IS THE LARGE BUSINESS & INTERNATIONAL (LB&I) DIVISION? The Large Business and International (LB&I) business unit provides service and enforcement activities to support tax compliance of businesses and related entities with assets of $10 million or more, as well as small U.S. businesses engaged in international, U.S. citizens abroad, and foreign persons and businesses with a U.S. tax requirement. As our name suggests, international tax administration is an important part of what we do in LB&I. As part of the LB&I team, you may be assigned to work in International, or with one of six industry segments: Communications Technology and Media, Financial Services, Global High Wealth, Heavy Manufacturing and Transportation, Natural Resources and Construction, or Retailers, Food, Pharmaceuticals and Healthcare. Regardless of where you serve, you will be supported by a variety of specialists (economists, engineers, field specialists and technical advisors) as you tackle the most complex foreign and domestic tax issues.

    As an International Examiner you will:

  • Conduct the international aspects of a field examination of returns, which may contain unusually difficult and complex legal, financial, or valuation issues of major proportions.

  • Apply an expert knowledge of the Internal Revenue Code, rulings, court decisions, and agency policies, regulations and practices to determine the correct tax liability. Evaluates the content of new and modified legislation and assesses the impact on the program.

  • Identify international issues to be pursued based on large, unusual or questionable items, which produce significant tax or compliance effect.

  • Interact with taxpayers, tax attorneys, enrolled agents, certified public accountants and other practitioners in conducting day to day operations.

    QUALIFICATIONS/ELIGIBILITY REQUIREMENTS: You must meet the following eligibility and basic qualification requirements by the closing date of this announcement. ELIGIBILITY REQUIREMENTS: A. RESTRICTION ON MOVEMENT: General restriction on movement after competitive appointment CFR 330.501: Employees must meet the three (3) month restriction on movement since their latest Career or Career Conditional competitive appointment. B. TIME IN GRADE REQUIREMENT: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade of the position announced to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENT. QUALIFICATIONS REQUIRED: BASIC REQUIREMENTS You must meet one or more of the following basic requirements by the closing date of this announcement. A. Bachelor's or higher degree in accounting from an accredited college or university that included at least 30 semester hours (45 quarter hours) in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance. OR B. A combination of experience and education at an accredited college or university equivalent to a four year degree that included courses equivalent to a major in accounting, i.e. at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. OR C. A Certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia. OR D. Are currently serving as an Internal Revenue Agent GS-0512 and have been in this position for at least one year or was previously an Internal Revenue Agent GS-0512 and held the position for at least one year. In addition to the above qualifications, you must possess the following professional accounting knowledges: Principles of Accounting, Intermediate Accounting, Cost Accounting, Advanced Accounting, and Auditing. For more information on the required accounting knowledges please refer to GS-14 LEVEL: You must meet the basic requirements and have one year of specialized experience equivalent to the GS-13 level in the Federal Government. Specialized experience is defined as progressively responsible and diversified professional accounting or auditing work that required: knowledge of and skill in applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; skill in interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships, and corporations; knowledge of business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; knowledge of corporate financial transactions and financial management principles and practices; and, skill in interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions.
