Referral: You will be assigned to one of three quality groups. Each group represents a quality level (i.e., Superior/Best Qualified, Highly Qualified, Qualified). Candidates will be considered in quality group order.

You must meet the following requirements by the closing date of this announcement.
GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: demonstrating expert knowledge of education practices, and techniques to develop complete training and support courses; Expert knowledge of performance support tools to plan and direct the development system components including on-line help and computer based training; Expert knowledge of training systems and computer-assisted training applications such as ELMS and CENTRA and automated systems to provide technology-assisted training support; Expert knowledge of analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations in resolving complex problems; Expert knowledge of statistical analysis techniques to analyze data, draw logical conclusions, and develop logical information. In addition, you should possess knowledge of negotiation and conflict resolution techniques to collaborate in a team environment; oral and written techniques to develop course material and prepare and deliver briefings, and experience managing/leading teams involved in the development of training products. In addition to the qualifications above, examples of qualifying specialized experience include: Experience resolving tax issues which have provided a broad knowledge of advocacy programs, policies and regulations and an in depth knowledge of advocacy, statutory and delegated authorities ; Experience researching applicable tax law and; Experience identifying and defining customer service issues and process concerns as related to advocacy; Experience with programs such as AUR (Automated Underreporter), CAWR/FUTA (Combined Annual Wage Reporting/Federal Unemployment Tax Act), BMF AUR or BUR (Business Master File Automated Underreporter) which provided the incumbent with the knowledge necessary to develop, review and revise training materials.
- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
