WHAT DOES A MECHANICAL ENGINEER DO? As a Mechanical Engineer at the IRS, you will use your design skills and technical background to provide expert technical advice to the IRS on a variety of projects. You will manage design projects and advise management concerning major aspects of technical alteration and construction projects.

WHAT IS THE AGENCY-WIDE SHARED SERVICES (AWSS) DIVISION: AWSS customers are IRS employees – AWSS identifies and delivers value-added, cost efficient, shared service solutions, that facilitate the success of the IRS mission including , but not limited to, real estate and portfolio solutions, building infrastructure and facilities management, security services, employee credentialing, environmental health and safety, employee credit and travel card services, and incident management and continuity of operations.

2 positions to be filled in AWSS: Facilities Management & Security Services, Design & Strategic Campus Planning Branch, A&E Field Design. One selection will be made in each of the following locations Atlanta, GA AND Arlington, VA.

As a Mechanical Engineer, you will:

  • Analyze, plan, and coordinate projects including scopes of work, designs, specifications, feasibility studies, budget and cost estimates, and scheduling
  • Review, evaluate, correct and/or approve design concepts, contract specifications, cost proposals (including direct labor and other costs), including materials submitted by contractors for completeness, accuracy, code compliance and adherence to IRS standards
  • Provide technical advice and assistance to field and/or headquarters offices
  • Prepare and present status reports on assigned projects
  • Monitor contractor's performance of technical aspects of contract to assure that performance is strictly within the terms, conditions, and scope of contract
  • Review contractor invoices and certify acceptance and recommend payment if they accurately reflect contract deliverables completed and accepted
  • Conduct field investigations to obtain technical information and/or to inspect construction in progress to ensure compliance with contract documents

Qualifications and Evaluations

Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application.

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENTS: Four (4) year course of study in an accredited college or university leading to a bachelor's or higher professional engineering degree. The curriculum must: 1) be in a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET) or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) Statics, dynamics, b) strength of materials (stress-strain relationships), c) fluid mechanics, hydraulics, d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
A combination of education and experience. The education must include courses equivalent to a major in engineering, as shown above. To be qualifying your experience must be sufficient to demonstrate: Thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
This must be demonstrated by meeting one of the following:
1. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
2. Written Test showing evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration.
3. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the basic requirements.
4.Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided that you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

In addition to the above, you must meet the requirements described below:
GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience that demonstrates accomplishment of technical expert/consultant work for an organization, with project/contracting responsibility for directing, managing, coordinating, reviewing and providing expert engineering and technical advice on a project. Project assignments should have required a wide range of knowledge of the overall identification, planning, acquisition and design and installation of mechanical (i.e., heating, ventilation, air conditioning, energy conservation) systems. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning technical aspects of alteration and construction projects.

- The experience may have been gained in the public sector, private sector or VolunteerService. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
