    Duties

    As an Administrative Officer, you will:


  • Perform a wide range of administrative and analytical duties in the formulation, presentation, directing, planning, and overseeing the fiscal, financial, and operational aspects of the region's budget, property, space, procurement, travel, records management, supply and other regional support service functions.

  • Serve as the financial advisor to the Director of Financial Management and the Regional Administrator in directing the preparation, execution and monitoring of the annual regional operating budget.

  • Develop budget estimates and justifications for such things as travel, training, office supplies/equipment, and contracts.

  • Exercise budget control through review and approval of the obligation and expenditure of funds for operational and administrative purposes, including payment of travel, training, supplies, equipment, contracts, etc.

  • Serve as liaison between the Region and headquarters Budget Division on all matters of NPA and Program funding and staff years; liaison between the Region and Accounting Division on all matters of NPA and Program funding; liaison between the Region and Administrative Services Division on space, security, facilities, equipment utilization, and inventory.

  • Provide leadership, direction and technical expertise to the staff on Continuation of Operations (COOP) and contingency plan functions.

  • Develop performance standards and conduct performance evaluations of staff.

  • Ability to communicate orally and in writing as a representative of an agency to present ideas, concepts, policies, and procedures, and resolve conflicts, in a clear, precise manner.

  • Ability to establish relationships, negotiate agreements and maintain effective working relationships. Your application will be rated based on the extent and quality of your experience, education and training relevant to the duties of this position.   • Qualifications:

Time-in-Grade: For the GS-13 level: Candidates must have been a GS-12 for 52 weeks (when applicable). Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Specialized Experience: For the GS-13 level: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.  


    Specialized Experience includes working knowledge and experience with the administrative and operational functions of an organization, including equipment, travel, records management, supply and other support service functions.


    Notes: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
