Summary:

This position is located in the Consumer Financial Protection Bureau (CFPB), Chief Operating Officer, Response Center. The Response Center intakes and addresses or refers consumer complaints; addresses consumer inquiries regarding the basic aspects of consumer financial products and services; and leverages consumer complaint and inquiry data to inform other consumer protection functions, such as supervision and rulemaking. You will serve as a Consumer Response Specialist and technical and program authority, generally responsible for complex consumer complaint work, and will participate in policy development and program assessments.  You will assess the consumer complaints program alignment with strategic objectives, develop policy, evaluate program execution, and provide advice and guidance related to the consumer response program.


This position will be open until June 29, 2012. The first list of candidates from which management may make a selection will be issued after the job has been open 2 weeks. Additional lists of candidates will be issued every 2 weeks until the announcement closes. The cut-off dates include 05/7/2012, 05/21/2012, 06/04/2012, 06/18/2012 and 06/29/2012. Duties

The following are the duties at the 52 level. (Equivalent to the GS-12).  If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. 


The major duties of this position include:



  • Accurately and impartially assess the merits of complex consumer complaints applying knowledge of the primary consumer financial protection regulations under CFPB’s purview, including:  Truth In Lending Act (TILA), Truth in Savings Act (TISA), Equal Credit Opportunity Act (ECOA), Real Estate Settlement Procedures Act of 1974 (RESPA), Fair Credit Reporting Act (FCRA), Fair Debt Collection Practices Act (FCDPA), Home Mortgage Disclosure Act of 1975 (HMDA), Home Owners Protection Act of 1998 (HOEPA), Electronic Fund Transfer Act, and related state regulations that prohibit unfair or deceptive practices.

  • Perform and document complex complaint case analyses to include:  applying existing knowledge of the standards for evaluating regulatory compliance in various consumer financial protection scenarios; critically assessing the relevancy and sufficiency of available documentation and assertions made by consumers and companies; and documenting regulatory compliance conclusions supported by logical reasoning and available evidence.

  • Perform independent research of existing consumer financial protection regulations to determine their correct application in complex or ambiguous consumer protection scenarios. Correctly synthesize and document very complex fact patterns into understandable summaries for use in various CFPB oversight initiatives.

  • Respond to complex oral and/or written inquiries and communications received from consumers and/or other agencies about financial products and services such as credit cards, mortgages, other loans, debt collection and credit bureaus having significant policy or legal implications.

  • Identify and report significant trends in consumer complaints indicating the need to update CFPB policies, procedures or to make recommendation for regulatory changes, or to recommend the adoption and application of new methods, approaches and criteria to ensure program requirements are aligned with strategic objectives.

  • Raise issues requiring action by examiners or litigators, or review by managers, attorneys, CFPB’s enforcement team, CFPB’s supervision team, or other agencies.

  • Participate on teams evaluating the effectiveness of consumer protection laws.

  • Serve as a liaison between Consumer Response and other departments within CFPB and/or divisions in certain financial institutions.

  • Keep abreast of changes of federal (and as applicable, state) consumer financial protection laws and prepare recommendations to address the impact of regulatory changes on CFPB operations.

Specialized Experience:  To qualify at CN-52, you must have one year of specialized experience at or equivalent to the CN-51 level in the Federal service.  (For qualification purposes, the CN-51 level is broadly equivalent to the GS-11 level.)


For this position, specialized experience may be defined as direct experience determining applicability of some of the following enumerated consumer laws to consumer complaints:  Truth In Lending Act (TILA), Truth in Savings Act (TISA), Equal Credit Opportunity Act (ECOA), Real Estate Settlement Procedures Act of 1974 (RESPA), Fair Credit Reporting Act (FCRA), Fair Debt Collection Practices Act (FCDPA), Home Mortgage Disclosure Act of 1975 (HMDA), Home Owners Protection Act of 1998 (HOEPA), Electronic Fund Transfer Act, and related regulations (at the State level) that prohibit unfair or deceptive practices.   Experience should demonstrate case-based, analytical and compliance knowledge of banking and/or nondepository providers of consumer financial products or services (i.e., mortgage brokers, mortgage servicers, private student loan servicers, debt collection, money transmission, payday lending), ability to efficiently develop regulatory compliance conclusions in situations where applicable precedents and established guidelines may need to be modified or developed, and to establish and maintain effective working relationships.


Examples of specialized experience include: working in a depository or nondepository institution’s consumer protection or regulatory compliance function; in a financial institution or government agency as a compliance examiner, complaints analyst or other consumer compliance-related function; in a nonprofit dealing with consumer financial protection issues; or as a paralegal or attorney dealing with consumer compliance financial protection laws and regulations in a law firm. Service as a Commissioned Bank Examiner and/or certification as a Certified Regulatory Compliance Manager (CRCM) are desirable.


Specialized Experience:  To qualify at CN-51, you must have one year of specialized experience at or equivalent to the CN-40 level in the Federal service.  (For qualification purposes, the CN-40 level is broadly equivalent to the GS-9 level.)

You must have a doctoral degree or three full academic years of progressively higher level graduate education leading to such degree from an accredited college or university.  To be qualifying, graduate education must be in a field of study directly related to the duties of this position and must have provided the knowledge, skills and abilities that would be acquired through one year of specialized experience as described above.


Specialized Experience:  To qualify at CN-40, you must have one year of specialized experience at or equivalent to the CN-30 level in the Federal service.  (For qualification purposes, the CN-30 level is broadly equivalent to the GS-7 level.)


For this position, specialized experience is defined as direct experience performing developmental assignments related to determination of applicability of some of the following enumerated consumer laws to consumer complaints:  Truth In Lending Act (TILA), Truth in Savings Act (TISA), Equal Credit Opportunity Act (ECOA), Real Estate Settlement Procedures Act of 1974 (RESPA), Fair Credit Reporting Act (FCRA), Fair Debt Collection Practices Act (FCDPA), Home Mortgage Disclosure Act of 1975 (HMDA), Home Owners Protection Act of 1998 (HOEPA), Electronic Fund Transfer Act, and related regulations (at the State level) that prohibit unfair or deceptive practices.   Experience should demonstrate case-based, analytical and compliance knowledge of banking and/or nondepository providers of consumer financial products or services (i.e., mortgage brokers, mortgage servicers, private student loan servicers, debt collection, money transmission, payday lending), ability to efficiently develop regulatory compliance conclusions applying established standards and precedents, and ability to establish and maintain effective working relationships.

You must have a master’s or equivalent degree or two full academic years of progressively higher level graduate education leading to such degree from an accredited college or university.  Qualifying graduate education must be directly related to the duties of this position and must have provided the knowledge, skills and abilities that would be acquired through one year of specialized experience as described above.


The experience may have been gained in either the public or private sector.  One year of experience refers to full-time work; part-time work is considered on a prorated basis.
