This position is located in the Consumer Financial Protection Bureau, Division of Supervision, Fair Lending and Enforcement. The function of the office is to conduct consumer protection supervision and examinations at a wide variety of depository financial institutions and non-depository financial services companies. As an Examiner-in-Charge, you will lead teams in examinations of financial institutions or financial services companies typically offering multiple product lines or services, including some that that may pose a risk to consumers, and will participate as a technical expert in development of solutions to issues and problems with broad impact on consumers and the industry. Work will primarily be conducted on-site at these companies. When not on-site conducting examinations, work will be performed out of your duty location, which will be your home address. All Examiners will be duty stationed at their home address and will be affiliated, for reporting purposes, with one of four satellite offices. Travel to the assigned satellite office will be required when necessary. Please note: All Examiners must reside in the geographic region to which they are affiliated. All examiners will be required to perform extensive overnight travel. It is expected that examiners may travel outside of their regular duty location for 75% or more of their regular work schedule. The pay employees receive will depend on their grade level and assigned duty location which will be their home address. An employee's pay may include a geographical pay differential depending on the duty location. The pay shown for this job depicts the range covering the LOWEST LEVEL WITHOUT geographical pay differential up to the HIGHEST LEVEL INCLUDING the highest geographical differential.

    With minimal supervision conducts very complex examination work, and develops, presents, and discusses examination findings, recommendations, and required corrective actions with depository institution's and non-depository consumer financial services company's ("regulated entities") senior management.


    Specific duties include the following:

    • Develop and implement supervision strategies for regulated entities being examined.

    • Evaluate adequacy of Board and management oversight of the compliance program.

    • Evaluate adequacy of the regulated entity's compliance program, including policies, procedures, controls, staff expertise and training.

    • Assess risk and prepare Risk Profile of the entity and affiliates.

    • Examine the entity's audit procedures, including resource materials.

    • Determine if the entity is in compliance with applicable laws or regulations.

    • Develop the examination report and required corrective action documents.

    • Present and discuss findings and recommendations with the entity's Board or managers.

    • Lead a team of assisting personnel in conducting examinations.

    • Monitor performance between examinations.

    • Monitor and analyze regulated entities' business practices and conduct to identify discrepancies and trends.

    • Review proposed regulations and CFPB policies and procedures, as assigned.

    Qualifications and Evaluations

    Specialized Experience: To qualify at the CN-52 level, you must have one year of specialized experience at or equivalent to the CN-51 level in the Federal service. (For qualification purposes, the CN-51 level is broadly equivalent to the GS-11 level.) For this position, specialized experience is described as experience that demonstrates: 1) knowledge of examination or investigative procedures of complex depository or non-depository financial services companies covering multiple product lines and/or services; 2) ability to research, analyze and interpret a full range of financial regulations, laws practices or procedures; 3) ability to work independently on routine reviews or analyses and make recommendations regarding recurring or routine issues; 4) ability to assist on complex analyses; 5) ability to collaborate with others and work effectively in a team environment; AND 6) ability to communicate effectively both verbally and in writing to explain complex subjects to business officials through presentations and reports. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    FACTOR 1:  Ability to conduct or participate in examinations, investigations, audits or similar reviews of financial institutions or non-depository financial services companies to assess their compliance with Federal and/or State financial protection laws, regulations and policies as well as internal policies and requirements and recommend corrective and/or enforcement actions to resolve deficiencies


    FACTOR 2:  Ability to analyze and evaluate the adequacy of institutional oversight of consumer financial products and services by regulated depository financial institutions or non-depository financial services companies

    FACTOR 3:  Ability to lead teams and/or work in a team environment


    FACTOR 4:  Ability to communicate in writing to convey policies, guidelines, regulations and/or concepts

    FACTOR 5:  Ability to use interpersonal and oral communication skills to foster cooperation, resolve conflicts, and convey information


    Category rating procedures will be used to rank and refer eligibles. You will be assigned a score based on the assessment methods described above.  Your score will determine in which of the three categories you will be placed: Categories A, B, or C. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.
