Specialized Experience: To qualify at the CN-51, you must have one year of specialized experience at or equivalent to the CN-40 level in the Federal service (For qualification purposes, the CN-40 is broadly equivalent to the GS-09 level). For this position, specialized experience is described as experience that demonstrates: 1) knowledge of examination or investigative procedures of depository or non-depository financial services companies covering multiple product lines and/or services; 2) ability to research, analyze and interpret financial regulations, laws practices or procedures; 3) ability to participate in routine reviews or analyses and development of recommendations regarding recurring or routine issues; 4) ability to assist on complex analyses; 5) ability to collaborate with others and work effectively in a team environment; AND 6) ability to communicate effectively both verbally and in writing to explain legal, regulatory or technical financial subjects to business officials and to participate in delivery of presentations and reports. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
Ph.D. or equivalent doctoral degree, or three academic years of progressively higher level graduate education leading to such degree from an accredited college or university. To be qualifying, graduate education must be in finance, economics, real estate, banking, investments, accounting or other field of study directly related to the duties of this position and must have provided the knowledge, skills and abilities that would be acquired through one year of specialized experience as described above. FACTOR 1: Ability to participate in examinations, investigations, audits or similar reviews of financial institutions or non-depository financial services companies to assess their compliance with Federal and/or State financial laws, regulations and policies as well as internal policies and requirements and recommend enforcement and/or corrective actions to resolve deficiencies
FACTOR 2: Ability to analyze and/or evaluate the adequacy of institutional oversight of consumer financial products and services by regulated depository financial institutions or non-depository financial services companies
FACTOR 3: Ability to plan and organize work and to work in a team environment
FACTOR 4: Ability to communicate in writing to convey policies, guidelines, regulations and/or concepts
FACTOR 5: Ability to use interpersonal and oral communication skills to foster cooperation, resolve conflicts, and convey information
Category rating procedures will be used to rank and refer eligibles. You will be assigned a score based on the assessment methods described above. Your score will determine in which of the three categories you will be placed: Categories A, B, or C. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.
