The Federal Housing Finance Agency (FHFA), Office of Inspector General (FHFA-OIG) ensures that all FHFA programs and operations are effective and efficient by conducting audits, investigations and reviews of the activities, programs, and other operations of the FHFA, and recommending courses of action designed to assist the FHFA in promoting economy and efficiency in the administration of its programs and operations.

FHFA regulates and supervises Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the Government Sponsored Entities (GSEs)). FHFA's primary mission is to ensure that the GSEs operate in a safe and sound manner and support a stable, liquid, and efficient mortgage market, including sustainable home ownership and affordable housing.

    Key Requirements:

    You may be required to complete a one-year probationary period. You must pass a pre-employment security check and background investigation. This position requires a Secret security clearance.


    At the full performance level, the incumbent assists in developing overall work plans, strategies, and objectives. Plans, directs, and executes audits related to the programs and operations of FHFA.  The purpose of these audits is to assess program or operational efficiency and effectiveness as well as compliance with program laws, regulations, and policies.  The incumbent’s specific tasks include:

    • Reviewing legislation, reports, financial analyses and statements, and other background information, and holding discussions with program personnel in order to become familiar with program requirements and operations.

    • Developing audit plans, and modifying them during the course of audits to change areas of emphasis or approaches, as necessary.

    • Conducting audits, including determining what information should be reviewed, and when and how to obtain information; developing and/or modifying methods to ensure thorough and accurate data is collected; reviewing documentation, interviews, observations, inspections, sampling data, and case files; and setting up test programs to validate computer systems and other data.

    • Reviewing team or individual findings, and identifying issues covering such areas as administrative and program controls, program procedures, allocation and expenditure of funds, potential fraud and/or waste, adherence to legislation, agreements, contracts, and other program requirements.

    • Reviewing in-progress audits to ensure adherence to work plans and conformance with professional, regulatory, and quality requirements. Often devises innovative solutions to problems.

    • Developing audit reports explaining program differences and recommending improvements to program operations; and creating special reports as audits progress, covering program deficiencies where immediate corrective action is required.

    • Reviewing and finalizing audit memoranda and reports which are timely, well written, complete, and supportive of the findings. Assumes responsibility for the quality of the final report that is expected to be completed without any technical changes.

    • Conducting such functions as problem definition, intensive planning, coordination of many activities, and comprehensive analysis of a variety of functions and activities, all in accordance with Government Auditing Standards.

    Qualifications and Evaluations




    Applicants must meet all eligibility requirements, including the following, by the closing date:


    Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.




    For the EL-12: Candidates must have been an EL/GS-11, or equivalent, for 52 weeks (when applicable).


    For the EL-13: Candidates must have been an EL/GS-12, or equivalent, for 52 weeks (when applicable).

    YOU MUST SUBMIT PROOF OF MEETING THE BASIC EDUCATION REQUIREMENTS STATED BELOW. A copy of transcript(s), a copy of a CPA or CIA certificate or license, or a list of related college courses completed (including the name of the attended college/university, its location, courses' names, number of credit hours, and the grades you received for those courses) is REQUIRED. Transcripts can be unofficial copies, but they must come from an accredited college or university, and they also must include the courses' names, number of credit hours and the grades you received for those courses. Please ensure that the transcripts or list of completed college courses you have provided include information relevant to the basic education requirements. If your transcripts do not show this required information, your application will not be qualified for this position and will not receive any further consideration. If you have held a position in the Federal government that required these basic requirements for appointment (e.g. Auditor, Accountant, Internal Revenue Agent, etc.), then an SF-50 showing that you held such a position will be accepted as meeting the basic education requirements for this position.

    Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in the qualification standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')




    Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.     Specialized Experience for the EL-12: One year of experience at the EL/GS-11 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

    - Defining audit objectives and scope, drafting audit plans, and independently performing major segments of complex audits;

     - Using automated audit or statistical analysis software, has designed and created data queries, sampling techniques, and spreadsheets to gather and analyze data; AND

     - Preparing comprehensive audit findings and recommendations or drafting technical reports which assimilate information from multiple sources and often requires consideration of divergent points of view.


    The experience may have been gained in either the public or private sector. One year of experience refers to full-time; part-time work is considered on a prorated basis.


    Specialized Experience for the EL-13: One year of experience at the EL/GS-12 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

    - Performing complex audits, projects or studies of business, government, or financial programs and operations comparable to determine their level of effectiveness, efficiency, and level to which they accomplish desired objectives and results;
    - Identifying areas/issues for analysis and planning major portions of the audit or study;
    - Applying a variety of analytical techniques, including interviews, and statistical analysis, to perform the studies;
    - Preparing reports, which include conclusions and recommendations; AND 
    - Presenting findings to facilitate the understanding and acceptance of solutions and recommendations.


    The experience may have been gained in either the public or private sector. One year of experience refers to full-time; part-time work is considered on a prorated basis.


    Benefits and Other Info


    HEALTH INSURANCE: A variety of Federal Employee Health Benefit plans to choose from which can be paid from pre-tax income. FHFA-OIG pays 90% of the bi-weekly premium


    DENTAL INSURANCE: 100% of the premium for employees and their family members. There is a $2,500 annual maximum per employee and a separate orthodontic benefit for dependent children to age 19 (Annual deductible apply)


    VISION INSURANCE: 100% of the premium for employees and their family members. (Co pay applies). Coverage includes reimbursement according to a fee schedule for eye examinations, frames and contact lenses once every 12 months.


    401 (K) PLAN: FHFA-OIG employees may contribute up to 10% of their pay annually on a before-tax basis (subject to IRS limits).


    COMMUTING EXPENSES: 100% of the cost of your public transportation commuting expenses (e.g., vanpool, metro bus, and metro train) is paid. The first $230 is tax-free and $90 per month is provided to cover the cost of parking at Metro operated lots.


    GYM: Free use of an on-site gym and locker room with shower facilities.
