To be eligible for this position at this grade level, you must meet the requirements below.
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-15 grade level in the Federal service. Specialized experience for this position includes:
Experience which demonstrates expertise in Congressional structure, legislative processes and responsibilities of various government oversight organizations; Experience working with analysts, managers, key officials with the IRS, officials at high levels throughout the Department of the Treasury, officials of other agencies, Members and staffs of Congress, members of international governments, officials of private organizations (both domestic and international), professional or industry associations and public interest groups in formal and informal settings; Demonstrated project management experience dealing with executive level projects involving major programs of Internal Revenue Service that are Servicewide in scope and are of critical importance to the mission of the Service and the Taxpayer Advocate Service. The scope of the experience should also include writing and delivering high level briefings and comprehensive reports to top-level executives and external partners; Experience which demonstrates mastery of principles, methods, practices and techniques of communication to function as the technical authority; Experience developing communication plans encompassing both internal & external audiences and stakeholders, social media and/or congressional communication efforts.

TIME-IN-GRADE REQUIREMENTS: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
