To be eligible for this position at this grade level, you must meet the requirements below.
NA To be minimally qualified for the GS-11 level, you must have the following:

A. One year of specialized experience equivalent to the GS-9 level that demonstrated practical knowledge of education and training techniques and methodology for development of courseware; Knowledge of Instructional methods and communication techniques to present and deliver instruction; Knowledge of various data formatting and presentation techniques to support the preparation and presentation of concise, clear instructional screens and help topic screens; Knowledge of web site development sufficient to discuss and resolve problems with appropriate experts and interpret policies and procedures governing the planning and delivery of web products; training systems and computer-assisted training applications such as ELMS and CENTRA, and automated systems to provide technology-assisted training support; and knowledge of analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations. OR

B. Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR

C. Three (3) full years of progressively higher level graduate education in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work OR

D. LL.M. if related OR

E. A combination of qualifying graduate education and experience as described above.

At least one year of specialized experience equivalent to the grade 11 level that demonstrated knowledge of education practices, and techniques to develop complete training and support courses; Knowledge of performance support tools to plan and direct the development system components including on-line help and computer based training; Knowledge of web site development sufficient to discuss and resolve problems with appropriate experts and interpret policies and procedures governing the planning and delivery of web products; knowledge of training systems and computer-assisted training applications and automated systems to provide technology-assisted training support; knowledge of analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations in resolving complex/novel problems; Knowledge of statistical analysis techniques to analyze data, draw logical conclusions, and develop logical information. In addition you should possess knowledge of negotiation methods and conflict resolution techniques to collaborate in a team environment; and knowledge of oral and written techniques to develop course material and prepare and deliver briefings.
