Specialized experience is one year of experience at the GS-09 level, or equivalent that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes: -Experience as part of a team conducting complaint investigations on behalf of an enforcement organization or a HUD-certified substantially equivalent state or local civil rights enforcement agency that include gathering and evaluating both documentary evidence and detailed witness interviews, and which culminate in a detailed decision document that analyzes the facts and applicability of federal or substantially equivalent state or local laws; OR -Reviewing for civil rights compliance or providing assistance in the development of: an assessment of fair housing, a fair housing equity assessment, an analysis of impediments, a consolidated plan, a public housing agency 5 year plan or a community impact assessment on behalf of a HUD-funded consolidated plan participant or public housing agency; OR - Experience as part of a team conducting Title VI or 504 compliance reviews of federal grantees that include the creation of a report of investigation, letter of findings, and voluntary compliance agreement. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
