To be eligible for this position at this grade level, you must meet the requirements below.
One year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-07) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. To be qualifying, your experience must be sufficient to demonstrate: Knowledge of and skill in applying, a comprehensive body of human resources management rules, procedures, and technical methods pertaining to the specific functional assignment. Knowledge of and the skill using various computer equipment and software equipment to prepare documents, input data, compile and generate reports and monitor administrative controls.
Examples may include: Utilizing personnel automated systems and procedures to determine appropriate steps to input unusual personnel actions and to resolve rejected documents; Utilizing written and oral communication techniques in order to explain complex programs, and to clarify difficult problems; Applying regulations and requirements relating to basic recruitment and placement and/or employee benefits and labor relations, classification, basic and complicated qualifications, complex pay setting and personnel/payroll programs in order to provide expert assistance to employees and managers; and resolving a wide range of complex personnel and employee account problems/issues.

TIME-IN-GRADE REQUIREMENTS (IF APPLICABLE): Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
