To be eligible for this position at this grade level, you must meet the requirements below.
In addition to the basic requirements for this position, candidates must have one year of specialized experience equivalent to the GS-13 level. To qualify for the grade 14 level, you must have at least one year of specialized experience equivalent to the next lower grade level of the normal line of progression of this position in the Federal government. Specialized experience is experience that is related to this job and has equipped you with the competencies required for successful job performance.
Specialized experience for the Economist position is experience that demonstrates the applicant has an extensive knowledge of quantitative techniques to analyze and address complex and multidisciplinary issues pertaining to strategic planning, public policy, or public administration and to provide senior management with economic analysis of major issues, to extend and refine existing methodologies, and to develop new approaches to the analysis of assigned topics and to prepare policy options with the action plans to implement them; comprehensive knowledge of the advanced theories and concepts of management science and an associated level of skill to apply this knowledge to the evaluation and redesign of various programs.
Examples of qualifying specialized experience include:
  • Initiating and conducting a wide variety of complex economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives – which involves analyzing long-range effectiveness associated with the issues and resulting recommendations;
  • Providing expert technical advice concerning official action that will affect the economy;
  • Providing advice, counsel and recommendations to other economists and operating officials based on findings, interpretations and informal suggestions.

    To be basically qualified for an Economist position, you must meet the basic requirement (positive education requirement) below:
    You must have a Bachelor's or higher degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
    Combination of education and experience - courses equivalent to a major in economics as shown above, plus appropriate experience or additional education. Examples of qualifying experience include (this list is not all inclusive): a. Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusion and report preparation; b. Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or c. Teaching assignments in a college or university that included both class instruction in economics subjects and include one of the following: (1) personal research that produced evidence of results; (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in economics.
