To be eligible for this position at this grade level, you must meet the requirements below.
At least one year of specialized experience equivalent to the GS-13 grade level in the Federal government. To be qualifying, your experience must be sufficient to demonstrate mastery of the budget concepts, practices, methods and structure of appropriations, financial coding structure and relationships among appropriations; Expert ability to interpret, apply and explain budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint; Expert ability to analyze and relate financial data to work plans, business plans, strategic plans and organizational accomplishments; Expert knowledge of automated financial systems and experience providing guidance and assistance to other analysts. In addition, at this level your experience should include: Ability to make presentations to executives, persuasively and convincingly; Ability to independently manage time, balance priorities, and work effectively under the pressure of tight timeframes and changing conditions; Expert skills in using computer applications for word processing, spreadsheets, graphics, and communications programs; Expert knowledge of analytical and problem-solving techniques.
