To be eligible for this position at this grade level, you must meet the requirements below.
A. Ph.D. or equivalent doctoral degree. OR
B. Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. OR
C. At least one year of specialized experience equivalent to the next lower grade level of the normal line of progression of this position in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Your experience should demonstrate developing and disseminating information materials to the general public or specialized target groups. Writing news releases, feature articles, radio and television scripts, annual reports, speeches, talking points, web content, brochures and other information materials. Establishing and maintaining effective internal and external working relationships.

To be eligible for this position at this grade level, you must meet the requirements below.
To qualify for the grade 12 level, you must have at least one year of specialized experience equivalent to the next lower grade level of the normal line of progression of this position in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrates accomplishment of designing, planning, and directing or advising on the public affairs program in an agency or organization that requires a wide range of knowledge of communication requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where you analyze a number of alternative approaches in the process of advising management concerning major aspects of the public affairs program.
Examples of experience includes developing and disseminating information materials to the general public or specialized target groups; writing annual reports to congress; speech writing; develop and write for the web.
