Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: - Overseeing and direct a staff of healthcare inspectors, program analysts, and clerical employees in conducting health care program evaluations; AND - Managing an agency-wide program of quality assurance or patient care inspection and oversight activities in a healthcare environment; AND - Reviewing, analyzing and evaluating programs, procedures and problems pertaining to a wide range of factors that affect and influence the management of healthcare delivery both at the facility level and from a nationwide perspective; AND - Providing leadership and direction of a healthcare inspection staff ensuring support in quality assurance and patient care issues for a regional, central or comparable sized office; OR Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic Government administrative policies and requirements; • Practical assignments providing an opportunity to apply a broad range of quality assurance and health care program inspections and evaluation skills. (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
