Summary:

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coastal Management (OCM) office with one vacancy in Silver Spring, Maryland or Chanhassen, MN.

Duties

As an Environmental Protection Specialist, you will perform the following duties:



  • Formulate, execute and oversee compliance with environmental regulations conducted under the National Environmental Protection Act (NEPA) and all other applicable Federal environmental statutes including the Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), and Magnuson-Stevens Act (MSA), National Historic Preservation Act (NHPA) and Coastal Zone Management Act (CZMA).

  • Formulate plans and environmental analysis documentation to make decisions or recommendations significantly changing, interpreting or expanding important National Ocean Service (NOS) policies and programs.

  • Oversee integration of environmental planning with program planning and execution.

  • Coordinate and engage with external federal agencies to effectively coordinate NEPA and consultation requirements across federal agencies.

Qualifications and Evaluations

Requirements:

This position requires a Low Risk Security Clearance.


This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-4 is equivalent to the GS-13/14.

    The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:



    • Knowledge of environmental protection laws and regulations including the Marine Mammal Protection Act (MMPA), Endangered Species Act (ESA), Clean Water Act (CWA), and the National Historic Preservation Act (NHPA).

    • Ability to prepare environmental analysis documentation and program planning to provide recommendations on policies, precedents and procedures.

    • Ability to implement an environmental compliance process.

    • Ability to interpret and communicate environmental policies, procedures and regulations to a variety of internal and external contacts.

    Qualifications:

    EDUCATION:   There is no positive education requirement for this position.

    SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.


    To qualify at the ZA-4 or GS-13 level:


    SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: 



    • Participating in the issuance of environmental compliance program policy guidance regarding ocean and coastal environments;

    • Participating in the development of environmental policies, programs, and plans in compliance with National Environmental Protection Act (NEPA), Endangered Species Act (ESA), Magnuson-Stevens Act (MSA), National Historic Preservation Act, and/or the Clean Water Act (CWA); and

    • Providing support for the management, coordination and development of environmental analysis documents such as Environmental Assessments (EA), Environmental Impact Statements (EIS), and Categorical Exclusion Memos.
